I imagine the steamed version is very different - maybe a bit more like a steamed pudding, or kind of like the crust you get on a steak and kidney pudding that is made with a suet crust. Baking it you end up with a crust that is not quite pastry like - actually, something that is a bit like a cross between a scone, a soft biscuit, and a pastry.
